The Maryland Higher Education Commission (MHEC) offers scholarships and grants to eligible Maryland residents. It is important to note that the state’s priority deadline is March 1. For more information regarding a specific scholarship or grant, please review MHEC’s State Financial Aid Programs.
2026-27 Academic Year (Current Students)
- Log in to MHEC’s Maryland College Aid Processing System (MDCAPS) to view and manage your state financial aid applications and awards. For additional information, review the MDCAPS Frequently Asked Questions.
2027-28 Academic Year (Current and Prospective Students)
- MHEC will launch the Maryland Student Information System (MDSIS) in January 2027.
- Beginning with 2027–2028, Maryland State financial aid applications and awards will move to MDSIS.
- Students applying for Maryland State financial aid for the first time should create an account in MDSIS in January 2027. Do not create an account in MDCAPS.
- If you already have a MDCAPS account, no action is required at this time. You will receive further instructions on how to access MDSIS closer to system launch.

Eligible Maryland resident students who are not eligible to complete the Free Application for Federal Student Aid (FAFSA) may complete the Maryland Higher Education Commission (MHEC) One App to be considered for the state of Maryland grant programs.
MHEC has a financial aid tool available to Maryland residents applying for State scholarships and grants called the MHEC One-App. This one application allows students to review and apply for the scholarship available through MHEC. Students must log into or create their Maryland College Aid Processing System (MDCAPS) account to get started. Students who do not currently have an account must create one because the new application process is found in the student’s MDCAPS account.
Undocumented students eligible for in-state tuition may also complete the MHEC One-App. The MHEC One-App is a new tool that replaces the Maryland State Financial Aid Application (MSFAA).
